DCEO supports the CEO in leading the Corporation's executive team, and in managing the day-to-day operations of the Corporation, its resources and its people. To assist the CEO to provide strategic leadership and direct management for the whole bank, ensuring that our services are delivered to the highest standards of quality and performance, fulfilling our mission and core values, leading by example. Working alongside the CEO to establish strong partnership links, and act as the face of the bank for representative and stakeholder functions.
Job Responsibilities:
- Perform as a part of the Senior Management Team to prepare strategic plans and budgets.
- Assist Chief Executive Officer for the overall management and business performance of the Bank.
- Planning and implementing of the Bank’s business strategies. This will include the overall action plans for sales & marketing, product development, banking operations, support services, human capital development and lead on IT and communications, both internally and externally.
- Providing leadership, direction and coordinating all activities of the Bank in accordance with the goals, objectives and establishment of key performance indicators with partners of the Bank to safeguard and grow the assets of the Bank while providing with high quality, meeting statutory requirements.
- Provide strategic direction towards the Bank’s business development, identify business opportunities from high net-work and institutional clients, develop new markets, establish further commercial relationships with new and existing network of contacts/businesses, create innovative business/corporate development strategies, formulate and directing tactical strategies for the Bank’s business expansion and profitability.
- Ensure the establishment of mechanisms for listening to the views of those we support, stakeholders and the local community to inform new developments to respond to unmet need and to develop both Business and Development Plans in conjunction with the Board and Senior Management Team.
- Prepare reports and make submissions and recommendations to the Management on market intelligence findings and information on product / services enhancement and all new business opportunities relating to the Bank’s business activities.
- Ensuring that all financial and non-financial reporting requirements are met on a timely and regular basis.
- Developing and maintaining effective strategic relationship with key stakeholders including shareholders, funders, customers and partners.
- Develop a wide range of relationships and networks with the local and international financial industry to position the Bank as a well-known and credible Bank throughout the industry.
- Ensure that the day-to-day operations of the Bank are effectively and efficiently coordinated, implemented and conducted within the framework agreed to by the Management.
- Build and maintain a high-performance culture through effective performance management, communication and coaching of employees.
- Provide clear leadership and promote and foster a team culture consistent with the Bank values.
- Represent the Bank to the financial community, major customers, government agencies, shareholders, and the public.
- Exercise and maintain a high standard of integrity and professionalism in dealing with business partners and clients and strive to preserve and enhance the good reputation and goodwill of the Bank as well as build better relationship with business partners and clients.
- Ensure, maintain and enforce a proper supervisory program and competent system of internal controls.
- Observe and comply at all times with all acts, laws, articles of associations, rules and regulations affecting the Bank’s business and be conversant with all statutory modifications and reenactments as may be introduced thereto.
- Ensure compliance with relevant Acts, Laws, Rules of the National Bank of Cambodia, directives and guidelines issued by the regulatory bodies and the Bank’s internal policies and procedures.
- To contribute to bid writing and procure external resources to write larger tender submissions as required.
- Perform other tasks as assigned.
Job Qualifications:
- Degree in Finance, Business Administration, Economics, or a related field.
- 10+ years of senior leadership experience in banking, finance, or related industries.
- Proven track record in strategic planning, business development, risk management and people management.
- Deep understanding of regulatory requirements and compliance in the banking sector.
- Experience managing cross-functional teams and driving organizational growth.
- Ability to create and execute long-term strategies.
- Strong analytical and financial management skills.
- Proven ability to make sound decisions under pressure.
- Strong communication and relationship-building skills with stakeholders, regulators, and investors.
- Experience leading digital transformation or operational efficiency initiatives.
- Familiarity with diverse working environments and teams.
- Chinese Speaking is a plus.
